hive population

i took a look at my hives today.
the one single story had about 3 frames of bees.
the other remaining hive is a two story with a super. it had bees in the super and in the top hive body with about 4 frames of bees in the super and the top hive body.

the hives seem fine, but seem light on the population, or are they about right?

what are other people seeing?

I am seeing 4-5 partial frames of brood on medium frames to 5-6 frames full of brood. But there seems to be a lot of bees on all but one hive and that appears to be queenless.
I am not sure that really means anything since some race of bees build up slower then others. As long as there is a queen or signs of a queen brood, capped and open, eggs if you can see them you may be fine.
