Replacing a Queen

I have a nuc that I started on 04/01. They raised a queen and she is laying, but not like she should. I have another nuc that I started on 06/10 with 6 queen cells. According to the queen calendar a queen was due to emerge on 06/22. Checked today no queen yet. I am thinking of cutting out (I have never done this) one of these queen cells tomorrow (if they are still there) and put a queen cell in the nuc from 04/01. Will it work if I take the old queen out and put the cell in right away, or do I need to wait a couple of hours? I should have done this today and tomorrow will may be too late. If I do it tomorrow it will have to be after I get home from work. My other option is just wait and see if the April queen does any better or join it wiht another hive. I have started four nucs this year (from the same hive) and the the other ones are doing good.

Any advice would be appreciated.

Wait 2 to 4 hours after removing the queen.
