Does Anyone Know What This Is?

This thing is locked in a death grip with one of my worker bees. I have never seen anything like it and wondered if anyone knows what it is.

Best guess is some variation of a robber fly.

My photo does not give the best angle for either the head or wings but this thing has 4 wings and my understanding is that flies have 2 wings. I may try and get a better shot of the head and the wings and post them.

I took a better example to the State Meeting in China Grove and Dr. Ambrose said it was a sepsis wasp that did not have a common name. It is a solditary wasp and does not pose any significant danger to the honey bees.
