no comb in hive body

have 2 new hives. one is fine, but the second has no comb with some bees in the hive body. the majority of bees are working in the super with comb,honey and some brood [may be from the workers only]. I removed my queen extruder to let her go upstairs which she did Any idea why this has occured and. what can be done to correct this?

First, there should be no super to go to until the brood chamber is nearly full. You don't start new hives in two boxes.

The general rule with 10 frame hives is you do not add another super until 8 of 10 frames are drawn out.

Like they said, the super should not be there yet but at this point you should probably take away the hive body until most of the super is drawn out and then add the hive body on top of the super and they should move up and draw it out. Feed as long as they take it or until 2 boxes of frames are drawn out. Most mistakes can be corrected and this one shouldn't hurt you in the long run.
