Sugar Rolls

I helped a beekeeper with his first sugar rolls a couple of days ago. The first of two hives had a decent population, a nice brood pattern, and healthy brood. Mite count=2. The second hive had a decent population, scattered capped brood, dead white larvae in some cells, and several bees on a frame with deformed wings. I told the keeper I did not need a mite count to know that this one needed treatment, but we did one to confirm. . .
These hives were at the same location. Opinions differ, but I would like to know what folks think--
