Combining

When combining a weak hive with another weak or stronger hive how many sheets of newspaper should be placed between the two hive bodies?

One sheet is adequate to do a combination.
The newspaper sheet simply allows a time delay for slow introduction of one hive to another. I usually put a few small slits in the paper to help the girls out.

I have a very week colony that probable will not make it through the witer if I do not combine.

I agree with Kurt. Make sure you do put the slits in. The couple of combines I did worked best when I used the slits. Good luck and it should work wonders for your weak hive.
