Bees in floor joist

I got a call today (coldest day in years no less) and the fellow said he has a colony of bees in between his floor joist in his basement. He has a drop ceiling in the basement and thinks they have been there since July. Anyone have any good ideas on removing them and when will be the best time?? Havnt seen em yet but going to look next week.

Don't attempt to remove them before maples bloom. Then choose a 60+ degree day. Being in sophia, I will go with you to survey the situation if you want. Between the two of us, maybe we can make him understand why we need to wait.
