Adding another honey super

When adding another honey super, does it go above or below the existing super? Do you checkerboard if it has undrawn frames in it?

Both under and over supering are acceptable. You checkerboard a couple of open brood frames when adding brood frame foundation, but honey supers are unnecessary.
