Since no one else has answered, I will make a guess at it even tho I don't know. Since the epi-pen is for self-administering, I would think the certification would be so you would be qualified to administer it to someone else.

I am feeding 3 hives, but haven't seen any robbing. This late in the year I wouldn't do anything to stop it anyway. I would figure the better genetics would prevail and the extra stores would help get them through the winter.

It sounds more like a misplaced queen from the stress of moving. I would feed them for about 5 days, then check the hives for eggs. You may find one queenless. If so, combine.
