Recently I had a hive that consisted of 2 deeps and 1 medium. THe queen was failing and almost no brood was present. I decided to requeen and observed that she looked honey bound. Once a hive has started to make swarm cells, it will continue in it's pursuit of swarming until acheived. Taking frames from one hive to another will not eliminate swarming in of itself. This allows for 2 queens and perhaps even more effecitvely since the workers can unite.

I think the real question is can you take the honey? Depending on your beekeeping practices you may or may not be able to take it for consumption. As for queen excluders, it is all about how you wish to mangage your bees. If you don't mind brood in your honey and wax moth destrying your comb, then leave the excluders off.
